Bob Rosain, PE, PMP®, Principal Consultant
Originally from Chicago, Bob actually started his career as a high school chemistry teacher, but went on to graduate school at the University of Idaho and Washington State University as the environmental movement was taking hold in the early ‘70’s. With two Masters degrees in hand and wanting to get into the environmental “action”, he jumped into the consulting engineering business and worked for over 20 years on environmental engineering projects with Gilbert Associates (now Parsons Engineering) and CH2M HILL as a chemical engineer, rising at CH2M HILL to manage national and international projects as well as key parts of their environmental business across the US. Some of Bob’s key client’s during those years included the Electric Power Research Institute, Central Hudson Gas & Electric, IBM, General Dynamics, General Motors/Saturn, Detroit Edison, Texaco and Kohler Manufacturing.
Bob was lured away to Lockwood Greene (ironically, later acquired by CH2M HILL) in the early ‘90’s to lead and grow their Seattle office, and while there also managed key, industrial facility design projects for the Boeing Company, Intel, SEH America and others. Bob joined Parametrix, Inc. in 1999 and held a variety of senior management positions for over 12 years including Business Line Manager, Operations Manager, Principal and Senior Program Manager. In this latter role, Bob managed a variety of key projects including the firm’s contracts for two, mega-sized transportation infrastructure projects for the Washington State Department of Transportation. As a project management champion at Parametrix, he was also instrumental in leading the continuous development and implementation of the firm’s Project Delivery & Quality (PDQ) Program.

Bob brings 35+ years of broadly diversified, public and private sector project management experience to bear on client project issues. Initially working as a chemical/environmental engineer, but quickly moving into the project management arena, Bob brings a pragmatic approach to project management and project issues tempered with an understanding of the realities and demands of today’s complex business and political environments. This includes an appreciation for increasing global competition, reduced public sector revenues and spending, dynamic political environments, and the need to manage multiple (internal and external) stakeholders, while simultaneously pursuing organizational efficiencies to meet cost, schedule and ROI targets.
Further, as a certified Project Management Professional (PMP®), Bob helps client organizations develop project management and control systems, implement quality systems and train project managers. Bob is also an Associate of the Keystone Project Delivery Initiative, providing a unique approach and methodology to understanding, evaluating and enhancing an organization’s project delivery practice. Bob’s engineering and consulting experience covers industrial facility design, transportation infrastructure planning & design, environmental documentation (EIS’s) and environmental infrastructure design. Bob is also well versed in the issues and tradeoffs associated with engineering design (PS&E), environmental compliance and permitting, bidding, and construction management (including design-bid-build, design-build, and GCCM project delivery). Bob’s client list includes private companies such as Intel, Boeing, Hoechst-Celanese, The Electric Power Research Institute, IBM, and AT&T as well as numerous public agencies including the Cities of Seattle and Tacoma, the Department of Energy, EPA, King County (Washington), the Washington State Department of Ecology, Washington State University and the Washington State Department of Transportation.

In addition to project and program management, Bob has been involved in the leadership and business management side of A/E/C firms for over 20 years. He’s worked for large firms (14 years with CH2M HILL) and mid-sized firms (12 years with Parametrix); he’s worked under a variety of business models including closely held firms, ESOP’s and publically traded firms; he’s led and managed firm wide business lines as well as large and small regional offices with operations and P&L responsibility; he’s implemented firm wide business performance improvement programs integrating project and financial data systems; he’s led the development and implementation of firm wide Project Management and Quality programs; and he’s been involved in mergers & acquisitions. Consequently, Bob clearly understands what it takes to run a successful and sustainable A/E/C business in today’s challenging business environment.
